Level III predatory offender relocation in Duluth

Duluth Police are notifying the public of a high-risk level III predatory offender relocation.

45-year-old Taran Lavar Buchanan now lives on the 300 block of N Central Ave. in Duluth, residing there as of March 15, 2023.

Police say Buchanan engaged in sexual contact with a female child whom he knew, using attention and affection to gain unmonitored access to the victim. Contact included penetration.

DPD says Buchanan has served the sentence imposed on them by the court and is transitioning into the community.
