Throwback Thursday: Tunneling I-35

There’s a conversation happening now about whether I-35 cutting between downtown Duluth and Canal Park is the best thing for the city.

And in the 1970s, there was a similar discussion. At first, the Minnesota Highway Department thought maybe the freeway should be elevated, like on stilts. But eventually, the tunnel concept won out.
