The Minnesota Office of Cannabis Management (OCM) can begin issuing business licenses with the official rules being published in the State Register on Monday, April 14.

Applicants for business licenses that have completed all the steps in the application process are able to receive business licenses from the OCM now that the rules are official. Qualified social equity applicants that are not subject to a lottery drawing will likely begin receiving licenses soon and could be the first to open dispensaries.

Qualified applicants for capped licenses will be drawn in lotteries this summer.
