Duluth man charged on multiple counts for harassment

A Duluth man has been charged for multiple counts harassment for incidents occurring between March 1 and June 24, 2024. Kyle Folsted, 26, was arrested Tuesday, July 9 and charged on Thursday, July 11 on three counts of Aggravated Violations – Commit Because of Bias.

Folsted is accused of stalking three separate occasions in the East Hillside neighborhood of Duluth. As per the order of detention, Folsted had followed three different women in his vehicle, identified as a a green vehicle with Minnesota Plate MWR148.

The order of detention also states that Folsted admitted to following one of the women whom he thought was “cute”. Folsted said in a statement to law enforcement that he did not plan to abduct the woman.

Three other women reported a vehicle and person matching the description of Folsted and his vehicle following them on runs or walks from the summer of 2023.

Folsted’s next hearing is scheduled for August 6.

Officials with the Duluth Police Department ask anyone who may have been a victim of Folsted’s, and wish to provide information to notify call 911.
