Change in location of High Risk Predatory Offender

Duluth Police would like to inform the public of a change in residence status for a High Risk Level Three Sex Offender. According to a press release from the Duluth Police Department (DPD), 48 year old, Howard Lawrence Wanna Jr. is now listed as homeless in Duluth. The date of this address change came on March 22, 2024.

The DPD is releasing this information pursuant to Minnesota Statutes 244.052 and 253D.

Wanna was convicted and served his sentence. He was released on July 1, 2019.

According to the report from the DPD, Howard Wanna has a history of engaging in sexual contact with known female teenagers. Police say he knew his victims and used that trust to take advantage while being alone with them.

Wanna is described as 6’0″ tall with brown hair and brown eyes.

Authorities say Wanna was convicted of Criminal Sexual Conduct or another offense that requires registration with law enforcement pursuant to Minnesota Statutes 243.166 or 243.167. The notification is intended to inform the public, not cause alarm.
